Backflow Tester Information

The City of Meridian uses a Backflow Prevention Portal to streamline test report submittals and improve accuracy and communication between testers, their customers, and the City. All test reports for existing assemblies must be submitted via the Backflow Prevention Portal.

How to register for the portal:

  1. Fill out the City of Meridian’s Backflow Testers/Contractors form (link below). This form is required when a new tester will be testing in the City of Meridian, employment changes, new portal registration, and annually in October.
  2. The City of Meridian’s Cross-Connection Control Inspectors will add the tester to the corresponding business profile and respond via email that they may move forward with registering for a portal account.
  3. Create an account on the portal. Note that the alternate email address will be where the confirmation test reports are sent.
  4. The City of Meridian’s Cross-Connection Control Inspectors will verify the portal request and approve or deny it.
  5. Once the portal account is approved, you will have access to submit test reports. All new, removed, or replaced assemblies will need to be emailed to backflow@meridiancity.org.

Backflow Assembly Tester Compliance and Expectations

All Backflow Assembly Testers testing within the City of Meridian Water Service area must follow IDAPA Code of Ethics

IDAPA 24.05.01.650 (Appendix A.)

  • When a backflow prevention assembly passes a field test, the Backflow Assembly Tester shall submit, within fifteen (15) business days of performing the field test, a passing test report to the customer and the Public Water System having jurisdiction over the backflow prevention assembly.
  • When a backflow prevention assembly is defective or fails to pass the field test, the Backflow Assembly Tester shall submit immediately, if possible, but no later than within two (2) business days, a failing field test report to the customer and the Public Water System having jurisdiction over the backflow prevention assembly
  • No drive-by testing.

 

Failure to adhere to IDAPA Code of Ethics will result in the following:

  • 1st offense – Six (6) months suspension from backflow testing within the City of Meridian water service area.
  • 2nd offense – Tester reported to Division of Occupational and Professional Licenses (DOPL) and suspended from the City of Meridian water service area until DOPL’s final determination of the offense.
